A steady 6+ month roadmap justifies a full-time hire; a defined build (MVP, rebuild, a feature push) suits a freelancer. Fourth, do you need web and mobile and backend at once? One in-house hire rarely covers all three; a full-stack freelancer can. If three of four point the same way, that is your answer.
